15. Funding
A quality adult literacy and basic education program has adequate ongoing funding to run the program.

  1. The budget reflects real costs, including in-kind support, where appropriate.
  2. The program receives information about its funding in sufficient time to plan for it and spend it appropriately.
  3. Multi-year funding is available, where appropriate.
  4. The program has a diversified funding base, where appropriate.

15B Funding is easy to access, flexible and fair.

  1. Funders consult people involved in the program when setting program and funding priorities.
  2. Funders promote the availability of funding.
  3. Funders direct programs to funding sources.
