8. A report, including expenditure of funds would be submitted by the project director at the end of the project (if less than a year in duration), or on a yearly basis.

9. Any reference to the project would indicate that the project was funded through the Literacy Development Council.

10. The projects would be publicized through the   L i t e r a c y    D e v e l o p m e n t   Council Communications/Publicity Plan with a note that these were made possible through charitable donations.

11. A list of charitable donors would be listed in Council publications.

12. Donors would be informed of how their charitable donation was spent.

June Alteen - Honourary Chair, Literacy Endowment Fund

Last, but certainly not least, in this series of articles about fund-raising, is the appointment of Ms. June Alteen as the honourary Chair of the Literacy Endowment Fund. The Literacy Endowment Fund was initiated in May as a mechanism to provide for the sustainable funding of various literacy projects in the province. The Federal Government and the Provincial Government of Newfoundland and Labrador have contributed $1,000,000 each to this fund. The goal is that at least another $2,000,000 be raised from other sources. The interest from this fund will be used to support various literacy projects, especially, adult learner programs which are currently suffering from a lack of sustainable funding.

Ms. Alteen is not a newcomer to the field of education, nor to business. In her announcement of Ms. Alteen's appointment on May 18, 2000, the Honourable Judy Foote stated: "Ms. Alteen's background and experience in education, along with her knowledge of literacy issues and successful business track record, make her the ideal person for this position. She is a committed and dedicated leader who has earned the respect of educators and the general public throughout our province.

I am delighted she has accepted this challenge and I know that she will be met with enthusiasm that matches her own as she works with the private sector to achieve her goals."

June Alteen has been a volunteer with school boards in the province for nine years. She served with the former Humber-St. Barbe R. C. and District #3 School Boards, was elected vice-president of the Newfoundland and Labrador School Boards Association in 1997 and served as president from May 1998 to 2000. Ms. Alteen is also active in education on the national level, serving on various committees and working groups.

First Contribution to the Literacy Endowment Fund

The Literacy Endowment Fund received its first contribution on July 6 with the addition of about $1700. The gift was made by Ms. Sun Changyun, who is president and general manager of Jiamusi Baishun Fishery Co., Ltd., and Jiamusi Charitable Association, Jiamusi City, China. Ms. Sun was visiting Newfoundland investigating business opportunities. She and Mr. Richard Chang of the Newfoundland and Labrador Development Corporation met with the Honourable Judy Foote, Minister of Education and Dr. William Fagan, Chairperson of the Council to make the donation.
