Table 3.2 shows that cost remains the most
important barrier to Internet access for youth, increasing from 51 per
cent in 1997 to 56 per cent in 1999, rising further to 59 per cent in
2000. It is worthwhile mentioning that cost concerns decrease substantially
with age. Among the preretirement and the retired cohorts, significantly
fewer people identify cost as a barrier to access. This trend has been
stable over the last three years.
