These steps are not sequential, but occur simultaneously. They contain interrelated elements that contribute to employability.

The employability enhancement chart (Figure 2) is an attempt to clarify the role and logic of some tools used by the Task Force to develop its framework. It illustrates the relations of various stakeholders to employability. The word JOBS across the figure is to remind us that ultimately a transition system focusing on employability enhancement cannot work properly in the context of a shortage of jobs. The number of jobs available is a crucial determinant of employability.
