  1. What is similar to a prison? One can infer from the text that we are looking for a place where people are ‘confined’ and that it has to be an ‘institution.’ Synonymous matches for prison spring to mind: stockade, reformatory, jail, remand centre. No other institution seems to fit the description and one wonders what the form designer was thinking about when he or she added the phrase ‘or similar institution.’
