Unfortunately, the current consultation process cannot do
justice to the serious nature of the decisions being made. Canada's social
security system took 30 years to build - we cannot responsibly revamp it in a
few months. The Government has created the impression that the current social
security review is driven primarily by the objective of cutting the deficit. We
believe that social security must be discussed in a wider context, with full
consideration of the social and economic objectives, not just the financial
ones.

Recommendation:
- The Federal Government must allocate more time for a
serious and thorough public debate prior to any decisions about social security
reform, including about the general framework for reform. This debate must
include consideration of major changes to the tax system. The Federal
Government commit to completing this longer-term process, including a gender
analysis of the social security system, before it leaves office.
