The Levels 1 and 2 Literacy Benchmarks in the following charts parallel the ABE Level 3 curricula’s Generic Skills: lifelong learning, communications, numeracy, technological literacy, creative and critical thinking, valuing diversity, and interpersonal teamwork (see Appendix A). In this learner-empowering approach to knowledge and skills development, Literacy Benchmarks are chosen in accordance with the self-identified needs and goals of individual learners. Prior learning is assessed and demonstrated; then learning outcomes are selected on the basis of the knowledge, skills, attitudes, and values needed by the learner in order to achieve a particular goal. The learning activities that are developed to meet these outcomes acknowledge each learner’s cultural ways of knowing and other aspects of diversity. This holistic approach facilitates lifelong learning, wherein “literacy skills are tools to be used by people in shaping their own world, and are not an end in themselves” (Ministry of Education, Government of British Columbia, n.d., p. 32).
