Presently, most ABE students leave the program at
the end of 120 hours of instruction, and there are no follow-up procedures to
determine how many students may have enrolled in ABE programs, dropped out and
then retuned at a later date. California is moving to introduce such follow-up
procedures through the use of an electronic card, similar to an automatic
teller machine (ATM) card that adult students will keep with them and use to
obtain adult education. The card will permit the tracking of people, courses
taken, and development in literacy ability over time.
