SkillPlan - BC Construction Industry Skills Improvement Council Implementation of TOWES Test of Workplace Essential Skills The British Columbia Construction Industry Skills Improvement Council in partnership with Bow Valley College, will implement the Test of Workplace Essential Skills (TOWES), a Canadian-made assessment tool based on real work life examples for use by workplace literacy practitioners and others. They will do this by developing a system that surrounds the use of TOWES. This includes initial job profiling, selection of test items, production of customized test booklets, standardized administration and marking, detailed feedback to test-takers and users and support for effective upgrading. They will then market the product by using demo projects to test the application of TOWES in a wide variety of workplaces and situations. They will also establish an Advisory Committee, to oversee this project. The principle outcome of this project is to provide a widely available tool to measure reading text, using documents and solving problems using numbers in the context of the Canadian workplace. The project will result in the completion of a 350- item test bank, protocols for job profiles, reporting systems, guides for test takers and administrators, a certificate course for markers, a business plan for TOWES and related products. A detailed written report on all activities and the progress of this project will be submitted to the National Literacy Secretariat.
