The Ontario government is accountable to its stakeholders through CIPMS. CIPMS is a performance management process based on a model of continuous improvement and commitment to efficient and effective use of resources. It represents a shift to resultsbased measurement.

For LBS/AU, accountability includes the identification of measures for LBS agencies, especially as they relate to their core service. One of the core measures is literacy skill attainment.
