Why reinvent the wheel? For drafting your belief statements, refer to the first seven Core Quality Standards contained in the appendices of the Literacy and Basic Skills Program (LBS) Guidelines. They offer ideas and inspiration. Once you translate your agency beliefs and values into policies, then collect valuable CQS points as indicators of your performance!
