Nick Horn is a legislative drafter with the Australian Capital Territory Parliamentary Counsel's Office. During 2002 he has been seconded to the Ontario Legislative Counsel's Office. He has an M.A. in literature and has published papers on plain language legislation, statutory interpretation, and the American writer Raymond Carver.
