When we arrived in
Ottawa, we found that Transport Canada's clear language regulations for
Transportation of Dangerous Goods had just come into force. Seeing this did our
pilgrim hearts good.
We know that plain
language sometimes means writing more. We had that reinforced while still in
Ottawa. We looked at the Canada Health Act, the basis for Canada's
public health-care system.
A report of the
Royal Commission on health care, headed by a former provincial premier, warned
that the ambiguity in the Act allows a process of passive privatization. We
discovered that the Act needs to be expanded in plain language detailing the
diagnostic services. And, we need separate, clear language legislation for
universal coverage for prescription drugs and home care. |
