The statistics found at the “Foundation for Literacy” web site shows us an overall level of literacy level in Quebec as shown at table 2 below:

School Boards

The consultant spoke to Mr. Richard Champagne, Director of the Service régional de formation professionnelle en Outaouais. This organization is a creation of the four school boards in the Outaouais region and, under this umbrella, Réseau tact was established to offer basic skills training to employers in the region. Emploi-Québec Outaouais has given employers in the region the mandate to offer basic skills training, and they in turn use community organizations to deliver literacy training. A photocopy of their promotional leaflet has provided to the project coordinator, Pat Nutter.

Réseau tact supervises the process from the first contact to the creation of workshops to meet client needs and the delivery of basic skills to employees. By creating one organization for all four school boards in the Outaouais region, the competition for the same dollar, mentioned earlier in this report, has been eliminated at the school board level but still exists among community organizations.
