Emploi-Québec

The consultant met with Mr. Alain Darveau, Conseiller en développement de la main d’oeuvre et de l’emploi Service aux entreprises, Emploi-Québec.

Mr. Darveau confirmed that funds are available for literacy training to municipalities, although indicated that he was not aware of any projects put forward by municipalities to the Fonds national de formation de la main-d’oeuvre for literacy projects.

He seemed very keen to explore with us the possibilities in the regions. He indicated that the funds would assist in four areas:

  1. Needs assessment
  2. Training of trainers in the workplace
  3. Training activity
  4. Evaluation

A fifth area of assistance is also available for a particular clients, such as persons with a handicap, persons over the age of 45, women, immigrants, young and persons who have had encounters with the justice system.

He also provided the consultant with a copy of a guide on how to apply for funding and a five year report on the activities of the Act to foster the development of manpower training. A copy has been provided to the project coordinator.

Mr. Darveau, indicated that a possibility may exist to access funds to hold a conference for municipal and union leaders with a goal of sensitivity training on literacy issues. He also indicated that funding would apply to english literacy training.

Funding

A copy of Emploi-Québec’s annual report and a copy of the QFL workbook on implementing workplace literacy programs have been provided to the project coordinator.

When this project started, it was thought that municipalities did not fall under the funding formula of the Fonds national de formation de la main-d’oeuvre. This has proven to be wrong. As shown in Table 3, some municipalities have already sought and received funding from the FNFMO.
